You will support the Chief Financial Officer and the broader federal government agency through the central delivery of complex procurement services and advice. You will exercise a significant degree of independence and perform an important leadership role in managing and advising on complex agency-wide procurement activities, ensuring these are undertaken in a manner that is compliant with the relevant Agency and Australian Government requirements. Working with your team, you will lead the delivery of:

Complex high risk and/or high value procurement activities
Managing the end-to-end process from procurement planning and prioritisation, through to contract negotiations and execution
Providing advice on other procurement activities that may be delivered by other parts of the organisation
Work in partnership with evaluation teams comprised of key subject-matter experts and other key stakeholders from across the organisation, supplemented with additional resources and expertise (e.g. commercial, financial, legal, probity) to deliver the Agency's strategic procurement agenda.


Key skills include:

Extensive procurement knowledge and understanding of Commonwealth legislation and policies, especially the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and the Commonwealth Procurement Rules (CPRs)
Demonstrated experience and success in leading and delivering complex procurement activities, ideally with experience undertaking information and communications technology procurements for services, both project and sustainment in nature
The ability to provide advice and recommendations to the CFO and the Agency's senior leadership on procurement and commercial options, including risk and price implications
The ability to identify emerging risks, issues, and interdependencies, while considering these implications to propose solutions
Dynamic leadership of teams and activities with the ability to consider and implement approaches that best achieve procurement outcomes
Business partnership and representation skills, and the ability to negotiate and influence internal and external stakeholders, including potential external suppliers, through high level engagement and communication

What you'll need to succeed

You will be a motivated and a strong collaborative partner, with extensive experience delivering and advising on complex procurement activities within the Australian Government.
You must be able to apply practical, sound judgement in achieving procurement and commercial outcomes, understand opportunities and challenges that come from working within a small agency, and contribute to the broader effective operation of the Finance Branch and broader organisation.
You will engage in complex problem-solving and identify and manage complex and time-sensitive risks as part of delivering complex procurement services that will impact the Agency's strategic, political, financial, and operational outcomes.
You will also be responsible for building and actively managing key stakeholder relationships within and outside the Agency.
A formal qualification in procurement and/or contract management, or other relevant professional qualifications
Other relevant qualifications or memberships (desirable).

NV1 Security Clearance desirable or a minimum Baseline
